A Comparative Analysis of Japan and the Philippines from Internationalization Perspectives

This study reviewed the educational systems of Japan and the Philippines in terms of their respective internationalization policies and initiatives. Using comparative research design, it employed a modified qualitative meta-analysis of the 32 studies that were reviewed and analyzed as basis for the comparative analysis. Four areas were looked into, namely: distinctive features, internationalization processes, educational standards, and challenges. Results show that both countries adopt internationalization to strengthen global standing and to recruit international students and faculty. However, they are different in terms of facing unique struggles due to historical, cultural, and economic contexts, such as the financial limitations in Japan hindering the implementation of English-medium instruction and the limited infrastructure development and academic expertise in the Philippines. Japan and the Philippines are committed to pursuing internationalization of their educational systems but encounter challenges in balancing global competitiveness with cultural identity, resource limitations, and language concerns.
